Referring to Law No. 7 of 2008 , the port has three functions in the trade , namely as the transport chain , as industrial entities , and the gate of the country .

As the chain of transport , seaports is one point of meetings and the movement of goods or people from land transport modes kemoda sea transport , or vice versa . Ports in Indonesia actually has a favorable position. The ships were coming from the Indian Ocean with the aim of Far East Asia will cross the territorial waters of Indonesia through the Strait of Malacca, Sunda Strait, Lombok Strait, and Strait East. PT Pelabuhan Indonesia II (IPC) was born as a follow-up to Law No. 21 of 1992 regarding business entity port. The role of the operator is running the port services, such as providing infrastructure and mechanical equipment port, and performing all business activities associated with the port ship service, freight services and passenger services.

The port has an important role in the economic growth of a country. One example is the presence of the archipelago pendulum projects undertaken by PT. Pelabuhan Indonesia II (Persero) as a form of support for government programs that are listed in the Masterplan Percepatan dan Perluasan Pembangunan Ekonomi Indonesia  (MP3EI) in order to accelerate the realization of economic expansion and the equitable distribution of wealth among the people of Indonesia. Project pendulum archipelago is the line that connects strategic ports in Indonesia from east to west. These ports will be increased both the facilities and infrastructure to be able to serve vessels with a relatively large size so as to reduce logistics costs and encourage the equitable distribution of national economic growth in Indonesia.
